The City of Manhattan Beach was granted sovereign tide and submerged lands in trust in 1955 for the establishment, improvement and conduct of a harbor and the construction maintenance and operation of wharves, docks, piers, slips, quays, roadways, parking areas and other utilities and appliances necessary or convenient for the promotion and accommodation of commerce and navigation and for the construction, maintenance and operation of public buildings, public works and playgrounds and public recreational purposes.
