The City of Pacific Grove was granted sovereign tide and submerged lands in trust in 1931 to be used solely for public amusement and pleasure purposes, such as boat and yacht harbors, boating and yachting, swimming tanks, and other similar purposes. The trust lands may not otherwise be used for commercial, industrial, or revenue-producing purposes. The grant was amended in 1980 to provide for the use of a nonprofit aquarium for the benefit, education, and enjoyment of the public and to conduct scientific research in the field of marine biology.

Statute Description
Chapter 690, Statutes of 1931 An act granting to the city of Pacific Grove the title to the water front of said city, together with certain submerged lands in the bay of Monterey contiguous thereto.
Chapter 231, Statutes of 1935 An act granting to the city of Pacific Grove the title to certain portions of the water front of said city together with certain submerged lands in the bay of Monterey contiguous thereto.
Chapter 484, Statutes of 1980 An act to add Section 3.5 to Chapter 231 of the Statutes of 1935, relating to resources.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
