The County of Santa Barbara was granted sovereign tide and submerged lands in trust in 1931. The City of Carpinteria became the County’s successor in interest to these lands upon the City’s incorporation in 1965. In 1968, the state confirmed the City’s title to the tide and submerged lands and provided that they be used for statewide purposes including a harbor, commercial and industrial facilities, transportation and utilities, public recreation, and the protection of wildlife habitat and open space.

The City is required by Section 6306 of the Public Resources Code to complete an annual financial statement and standardized reporting form for trust lands on or before December 31 of each year.
