Office closures

Commission offices are currently closed to visitors (not including deliveries and services providers) until further notice in light of COVID-19. To provide the public with continuity of services while protecting both you and our employees, the Commission remains open for business. You can contact our staff by phone, e-mail, and mail. Thank you for your patience and understanding during this public health crisis.

Attention Process Servers

By order of the Governor, our office is closed to the public and all but critical staff through December 21, 2020. For personal service of legal process, please email Seth Blackmon at or call or text 916.298.7009 to arrange service with an authorized staff member. Staff will meet you in front of the main door to our office. Instead of personal service, you may also serve process on the Commission by mail with return acknowledgment pursuant to California Code of Civil Procedure section 415.30. Please continue to check our website for the latest information, as the Governor’s order may be extended or lifted at any time.

Rent and Application Deferral Program

The Commission understands that the COVID-19 pandemic has impacted many people in many ways. Consequently, the Commission is offering a short-term COVID-19 rent and application expense deferral program.

Marine Invasive Species Updates

This letter provides information on adjustments to the Commission’s vessel inspections in response to the COVID-19 pandemic.

Platform Holly Updates

Operations are temporarily suspended in response to our Pandemic Response Plan. Our contractor, Beacon West Energy, will be manning the platform and keeping it safe, ready, and maintained for the resumption of plug and abandonment operations when it is safe to re-mobilize.
