As part of an early public scoping process and stakeholder outreach, Commission staff has prepared a Draft Preliminary Environmental Assessment for two proposed offshore wind energy projects.

Commission staff has prepared a Draft Preliminary Environmental Assessment (Draft PEA) in response to two separate applications submitted by CADEMO Corporation and IDEOL USA Inc. for proposed offshore wind energy demonstration projects, collectively referred to as the “Vandenberg Offshore Wind Energy Projects” (Projects). Commission staff prepared the Draft PEA as part of an early public scoping process and stakeholder outreach effort. We are requesting your review and accepting written comments on the Draft PEA.

The Draft PEA is available for a 60-day review and comment period beginning Friday, July 16, 2021, and ending Monday, September 13, 2021. All comments need to be received by 5:00 p.m. Monday, September 13, 2021, to stateapplications.OSW@slc.ca.gov or mailed to:

Commission staff has also created a PEA Survey and Feedback Form to widen the public’s options for providing feedback. In addition to providing space for comments on the PEA, the form includes a short survey on offshore wind development in California and we encourage you to share your thoughts by taking the survey. You can provide comments via email, by using the feedback form, or both.

The information in the Draft PEA will inform the Commission as it considers proceeding with the Environmental Impact Report process pursuant to CEQA for the proposed Projects at our expected meeting on October 21, 2021.
