The Oil Transfer and Transportation Emission and Risk Reduction (OTTER)
WELCOME TO THE OTTER PROGRAM
The OTTER form has been developed by staff of the Commission, with the assistance of the Western States Petroleum Association. This form was approved by the Commission at its meeting on December 9, 2003. The form is provided for use by those who must comply with reporting requirements of Public Resources Code Section 8783(c). This would include all responsible parties engaged in the internal shipment of oil. "Responsible party" means the owner of the oil or a person or entity who accepts responsibility for the oil for purposes of the Oil Transfer and Transportation Emission and Risk Reduction Act of 2002. "Internal shipment of oil" means the loading, transporting by vessel, and offloading of oil that originates and terminates at the San Francisco Bay area and the Los Angeles and Long Beach area, or points in between. "Internal shipment of oil" does not include lightering.

Oil Transfer and Transportation Emission and Risk Reduction Act of 2002
On September 12, 2002, Assembly Bill No. 2083 was signed by the Governor. The Act requires the owner of oil or the "responsible party" to report all "internal shipments of oil" in California and the air emissions associated with such shipments. The California State Lands Commission was required to create a form for reporting this information. This regulatory action creates the required form.
