MFD Programs

Proposed Amendments to the 2007 Title 24, Part 2, California Building Code, Chapter 31F - Marine Oil Terminals, informally known as the MOTEMS (Marine Oil Terminal Engineering and Maintenance Standards).

The Commission proposes to amend Chapter 31F of the 2007 Building Code. Various sections of Chapter 31F need to be updated as the result of reports or studies conducted for the Marine Facilities Division of the CSLC. Additionally, many other changes are proposed including, but not limited to, the updating of references and the correction of typographical and transcription errors in the original version. The Commission is providing a 60-day comment period from 12/26/08 to 02/24/09.

The OTTER Program

The OTTER form has been developed by staff of the Commission, with the assistance of the Western States Petroleum Association. This form was approved by the Commission at its meeting on December 9, 2003. The form is provided for use by those who must comply with reporting requirements of Public Resources Code Section 8783 (c). This would include all responsible parties engaged in the internal shipment of oil. "Responsible party" means the owner of the oil or a person or entity who accepts responsibility for the oil for purposes of the Oil Transfer and Transportation Emission and Risk Reduction Act of 2002. "Internal shipment of oil" means the loafing, transporting by vessel, and offloading of oil that originates and terminates at the San Francisco Bay area and the Los Angeles and Long Beach area, or points in between. New Static Liquid Pressure Test (SLPT) Procedure

Marine Facilities Division has developed a pipeline test procedure and Excel spreadsheet to improve the quality and consistency of Static Liquid Pressure Tests performed on marine oil terminal pipelines. Marine terminal operators and testing personnel may choose, but are not required, to use these tools. Please note the version and dates of the latest release documents. Marine Terminal Oil Pipelines Maintenance Guide

The guide provides a summary of the applicable Sections of API 570 that pertain to Marine Oil Terminals regulated by the California State Lands Commission. The intent of this summary is to provide useful guidance for determinng inspection and maintenance requirements under API 570 in compliance with 2CCR §2570. pdf format word format
